guarantees for refugees

Refugees and asylum seekers fleeing persecution and war in an attempt to reach Europe through Libya, ranging in many cases meeting to torture and jail indefinitely. And 'complaint as Amnesty International in its latest report titled "Look salvation, finding fear: Refugees, asylum seekers and migrants in Libya and Malta." The report examines the journey of those who seek to reach the European Union going to meet, once in Libya and Malta, to dramatic human rights violations.
"In Libya, foreign nationals, including refugees, asylum seekers and migrants, are in a particularly vulnerable and live in constant fear of being arrested, tortured and subjected to further violations," said Malcolm Smart, Director of the program Middle East and North Africa at Amnesty International. "Also, many of them are afraid of being deported to their countries of origin, without any consideration for the real risk of persecution when they return." According to the authorities in Tripoli in Libya, there are now over three million "illegal immigrants". Many come from other parts of Africa, and yet the local authorities continue to say that none of them is a refugee.
Asylum seekers living in a sort of "limbo" Disclaimer: Libya indeed has not signed the UN Convention on the Status of Refugees of 1951 and does not have an asylum system in place. In November, the government rejected the recommendation to ratify the Convention and sign a Memorandum of Understanding with the UN refugee agency, UNHCR, to enable the latter to assist refugees and asylum seekers in Libya.
Nevertheless, in October, the European Commission signed with the Libyan authorities agenda for cooperation on migration management and border control, valid until 2013, and under which the EU will provide Libya 50 million Euros.
"The cooperation between the EU and Libya must be at the center of human rights and the sharing of responsibilities, or the fundamental principles of international protection. While looking for cooperation with Libya to counter the arrival of people from Africa, the European Union and its Member States must not close our eyes to the constant violations of human rights in Libya, "he cautioned Smart. This is why Amnesty International is calling on the European Commission and Italy calling for human rights and guarantees for refugees, asylum seekers and migrants are at the center of cooperation with Libya.
