Corruption and capitalism
The scandals regarding corruption cases that emerged around the procurement of Mose and Expo have found an answer in the now well known simplistic and schematic analysis on caste and parties, den of thieves professional organizations to be dismantled or scrapped.
Solutions abound: the "shot effect" of the guillotine proposal from the benches of 5 stars charges of high treason, advanced from those of the government Renzi, in which to follow the DASP (removal from office) for corrupt politicians .
We certainly will not be a raise from their criminal responsibility politicians and parties dedicated to the underworld. We would, however, indicate in full the causes of corruption, its origin, the requirement that the capitalist has to make an action contrary to the cliché of critics and media (middle-class), which usually indicate a cancer in the corruption of the system rather than abnormal its intimate connection with the system itself. On the other hand we can not cheat and deceive us: the government parties, as well as almost all of the opposition in parliament, are nothing more than the representatives of the interests of big business; such as protecting, median, defending the interests of the capitalists and their various factions and cordate.
Wherever there is the capitalist mode of production is corruption. In the United States this has even found a regulatory law, through the system of lobbies. According to data provided by the organization Transparency International, 70% of the nations of the world have public institutions lack transparency considered acceptable, while no country is immune from corruption. Even in the most advanced capitalist countries and historically where public resources are so superior and often managed in state forms wider social and inclusive, such as the Scandinavian countries, the level of corruption is lower, but still is not out and about the classic public works sector. All European Union countries also showed their vulnerability with several cases of corruption in the management of EU funds. In another study CEPS emerges a very interesting, seemingly inexplicable, or a constant link between the level of corruption in a country and what this study defines "vulnerability of the workforce", ie the set of legislative requirements and contractual relate to the working class of a given country: the higher of the first increases with almost the same proportion as the latter. In our view, the data is not random: the international bourgeoisie corruption, as well as low wages, casualization and intensification of the pace of work, it's just one of the tools available to them to defend their profits. The more their national capitalism is weak on the chessboard of international competition, the more necessary to apply these tools.
However, it is clear that corruption is however an additional cost for capitalism, a sort of "hidden tax" investment subtracted. It is for this reason that as the capitalist system leaves less and less profit margins, the aim of the capitalist has become to eliminate the problem at its root robbing directly and in a "legal" public resources through massive campaigns of privatization and sell-off of public assets. Along with the procurement system is in fact through privatization that is realized the massive transfer of public wealth into the pockets of big business. You could almost say that there is a corruption of "illegal" that is revealed with the bribe paid to the administrator or official duty to get the contract for a public work, and a "legal" that is realized with the legislative decrees that privatize and selling off whole sectors of production and services.
If corruption is so ingrained in this economic system, just need a new decree on anti-corruption bipartisan, jail or removal from public office. We have already seen with Tangentopoli, twenty years ago.
A first element of fairness and social justice should be removed as the expropriation of public resources. The funding for such works as the Expo or Mose should be diverted to the construction of new schools and hospitals and to the safety of the territories devastated by overbuilding. These public works are to be made directly by the State, eliminating the procurement system, and placed under the control of workers, technicians and engineers who work there. To carry out these works are not necessary instead capitalists whose only role is to drain the state coffers and collect bribes. The waste, inefficiency and malfeasance would be drastically reduced and eventually eliminated if the head of public companies were set up elected councils of workers and citizens to control the proper operation of the state machine.
The realization and defense of these measures by a leftist government and workers constitute a major advance in the direction of the socialist transformation of society and begin to give a definitive answer to the so-called moral issue.

Million in bribes, billions in profits
Maltauro Mantovani and the two companies are under investigation for kickbacks related to contracts respectively Expo and Mose. While sales in the construction sector plummeted by 40% in the period 2008-2013, the same period Maltauro achieved a 30 +%. In Italy the Maltauro acquired contracts on behalf of Alenia (a subsidiary of Finmeccanica), as well as the high speed on the Milan-Brescia, the new museum center of Mestre, the new regional road 10 Valley bottom, the Piedmont-Lombardy and of course the orders obtained by fraud discovery 65 million for the service areas and 40 million for the waterways for the Expo 2015.
The Mantovani, meanwhile, holds a virtual monopoly of public procurement in the Veneto. Among these is the order of € 240 million for the hospital in Mestre, 10% higher than the estimated cost. The total of the "business" for individuals amounted to one billion. After that Mestre, following the hospital Santorso, near Schio, and a whole series of major road works like the Venetian foothills, New Valsugana, the Romea trade, Treviso sea, the tunnel Torricelle, the third lane of the A4 , the Mestre and the infamous Mose.
Bribes are then distributed over nothing compared to the profits that the owners of these companies have been able to secure.
